This publication has been compiled with the aim of sharing the experiences of oil companies and other bodies represented on the HMC-4 with other branches of the oil industry, by providing guidance regarding cleaning and washing of tanks on board petroleum tank vessels, particularly when carrying refined products and changing from one product to another. Although the guidelines are written principally for seagoing ships they may also be applied to inland barges. This document addresses issues relating to most classes of refined product but does not cover chemicals or gases and has been prepared primarily with the aim of maintaining product quality through the use of minimum effective tank washing procedures.
HM 50 Guidelines for the cleaning of tanks and lines for marine tank vessels carrying petroleum and refined products is the fourth edition of an Energy Institute Hydrocarbon Management publication issued in May 2017. It provides practical guidance for cleaning and washing cargo tanks and lines on marine tank vessels, especially when changing from one petroleum product to another.
The publication addresses tank cleaning practices intended to help maintain product quality while using minimum effective washing procedures. Topics include cleanliness standards, inert gas considerations, static electricity precautions, bottom and line flushing, water elimination for critical cargoes, residue disposal, tank washing, inspections, heating coils, tank coatings, cargo lines, and cleaning recommendations for individual cargo types such as aviation fuels, kerosenes, gas oils, diesel fuels, fuel oils, FAME, and blended biodiesel.
The guidance is intended to supplement instructions issued by charterers, vessel owners, or other responsible parties and should be applied with applicable safety, environmental, MARPOL, SOLAS, ISGOTT, and ISGINTT requirements.
Application Scope: For seagoing ships and, where appropriate, inland barges carrying petroleum and refined products; it does not cover chemicals or gases.
