What is ISO 15638-9 about?
ISO 15638-9 is a part of an international standard that covers intelligent transport systems.
ISO 15638-9 addresses the provision of ‘Remote Digital Tachograph Monitoring’ and specifies the form and content of the transmission of such data required to support such systems, and access methods to that data.
ISO 15638-9 provides specifications for common communications and data exchange aspects of the application service remote digital tachograph monitoring that a jurisdiction regulator can elect to require or support as an option, including:
- High-level definition of the service that a service provider provides. The service definition describes and means to realize the service
- Common service elements but does not define the detail of how such an application service is instantiated, nor the acceptable value ranges of the data concepts defined
- Application data naming, content, and quality that an IVS delivers, including a number of profiles for data (noting that requirements and constraints of what can/cannot be transmitted over the air can vary between jurisdictions)
- Support for a number of defined communication profiles to enable remote inspection
Note: ISO 15638-9 is not applicable for analogue tachograph equipment/systems.
Who is ISO 15638-9 for?
ISO 15638-9 on remote digital tachograph monitoring is useful for:
- Emergency vehicle notification systems
- Commercial freight vehicles user
- Telematics application developer
- Vehicle manufacturing companies
- Traffic signal control systems
- Traffic navigation systems
Why should you use ISO 15638-9?
Many ITS technologies have been embraced by commercial transport operators and freight owners in the areas of fleet management, safety, and security. On-board applications have also been developed for governmental use.
ISO 15638-9 addresses and defines the framework for a range of cooperative telematics applications for regulated vehicles like access methods, driver fatigue management, speed monitoring, on-board mass monitoring, Remote Tachograph Monitoring, ADR management. It includes the concept of operation, legal and regulatory issues, and the generic cooperative provision of services to regulated vehicles, using an onboard ITS platform.
ISO 15638-9 provides you with a framework that is based on service-provider-oriented approaches with provisions for the approval and auditing of service providers. It also provides both the means to achieve current requirements for telematics applications for regulated vehicles and the basis for future development of cooperative telematics applications for regulated vehicles.
ISO 15638-9 is timely, as many governments are considering the use of telematics for a range of regulatory purposes like Europe, North America, Asia, and Australia/New Zealand. It provides specifications for weigh-in-motion and on-board weighing monitoring and supports several defined communication profiles in which this function may be performed.
What’s changed since the last update?
BS ISO 15638-9:2020 supersedes PD ISO/TS 15638‑9:2013, which is withdrawn. BS ISO 15638-9:2020 includes the following technical changes with respect to the previous edition:
Inclusion of remote inspection using short-range wireless interrogator for enforcement inspection purposes
